The first footage is more severely decimated than the closeup made from the same footage. The closeup was part of the TV presentation, and is not one I made.
In the first file, the "flash frame" has been decimated out.
The second, the closeup, while showing more frames, still has visable continuity gaps in slow motion.

I think we can thank greed that this footage exists.

It has been decimated by two, or perhaps by three.
It was interleaved for good measure, leaving some frames sort of double exposed if the movement was fast.
Each frame runs two times, or three even,
but only half the frames it takes to make smooth video.
Some frames seem to have been removed selectively at the beginning.

It reminds me of the Ztoon Zapruder film, where decimated frames run between 1 and 5 times.

Footage of the historic events of 911 was an extremely valuable commodity,
so the decimated footage was sold to European television, but not much shown. It is not available in any other video collection that I know of.
