It seems the first video might well be a bug close to the camera.

The second video shows that this "bug"
has a really big shadow cast across the building, an effect mitigated by brightening
out that little detail. In this video, they disguised the evidence by decimating
the frames. The action that is shown above in 15 frames (half a second) is represented
by only 6 frames in the footage below.
