It seems most entirely peculiar, if they weren't trying to hide something, that different frames from the same footage would be split up to make two clips. The repetition of frames reminds me of the "Ztoon" Zapruder film, where different frames are repeated between 1 and 5 times, and many frames are flat-out missing.
